Municipal Coordination Committee
Municipal geoinformation is an important building block of the Spatial Data Infrastructure Germany (GDI-DE) and the implementation of the INSPIRE Directive. Practical added value is created through their networking with numerous federal digitisation activities. Examples are the implementation of the Online Access Act, the gradual expansion of digital administration and the development of digital cities, districts and regions. The core objective is to integrate spatial data and spatial data services in a process-oriented manner into the multitude of different specialist tasks.
The municipalities are integrated into the spatial data infrastructures of the federal states. At the federal level, their interests are represented in the steering committee of the SDI Germany by one member from each of the three central municipal associations (Association of German Cities, German Association of Rural Districts and German Association of Towns and Municipalities). These are supported by the Municipal Coordination Committee of the municipal umbrella associations (KoKo SDI Germany), which was founded in 2010. In this way, municipal issues are brought to the attention of the steering committee of the SDI Germany.

At the level of the municipal umbrella organisations, numerous recommendations for action have been developed in recent years. In the following, selected publications are briefly discussed.

| In July 2023, the county council of North Rhine-Westphalia (NRW) issued a position paper on the networking of geodata in the context of administrative digitization. The basis for networking is the spatial data infrastructure Germany. Municipal spatial data infrastructures are therefore to be seen in a broad digitization context. Based on 25 examples, the position paper describes the use of geoinformation in districts in NRW. Climate impact adaptation, OZG implementation, intelligent mobility concepts and digital twins are just some of the keywords highlighted. Download |

| The digital transformation of society is changing our cities. Sovereign handling of the data generated in the urban space is an essential basis for a sustainable and proactive role of cities - today and tomorrow. This study, "Shaping the City of the Future with Data, Sovereign Cities - Sustainable Investments in Data Infrastructures" from February 2021, shows how cities can approach the topic of data sovereignty strategically, organizationally and in terms of infrastructure. | At the end of 2018, the NRW District Association published aspects of the municipal spatial data infrastructure in a rush service. The topics covered include official surveying in the context of the NRW digital strategy, the use of drones, the expansion of the regional spatial data infrastructure, broadband expansion, tourism aspects in the form of hiking trail infrastructure and energy aspects using geoinformation. | Digitisation will also profoundly change the german geoinformation system. Relevant articles deal with the processes of change brought about by digitisation with a view to expanding the federal spatial data infrastructure. Among other things, the necessity of a broader understanding of roles is also shown in order to play a decisive role in shaping federal digitisation with spatial data networking. Download |

| In 2017 the "Working Group Geoinformation" of the Association of German Cities has presented a handbook "3D geodata in integrated urban development", which shows the potential of three-dimensional spatial data in connection with urban development projects, resource-efficient energy planning, public infrastructure as well as urban, climate, flood and environmental protection. | In 2015, the German Association of German Cities published a position paper on the "Use of Geoinformation in Cities". In addition to numerous examples of good practice, it provides an outlook on the opportunities that (could) arise for cities in the direction of an intelligently organised city. The core message: Only with an efficient and intelligent spatial data infrastructure will local authorities be able to master the challenges of sustainable cities. Download |

| A study published as early as 2013 by the municipal umbrella organisations in conjunction with Runder Tisch GIS e.V. shows the wide range of applications for municipal geoinformation. A total of 1018 cities, districts and municipalities participated in the survey at the time. The study reflects a diverse picture of municipal and regional geoactivities. Download |
